Question
A home is to be built in a non-coastal FEMA AE zone. If the finished floor elevation of the attached garage is placed above the BFE, does it require flood vents?

No, not if the finished floor elevation is above the Design Flood Elevation (DFE). However, if the finished floor elevation is below the DFE they would be required.
