Question: Is the intention of FBC 3002.4 to require elevators to be constructed in all new buildings over 3 stories?

Section 3002.4 is simply the codification of the statute. The section specifically states "Any building that is more than three stories high...." The proposed building is 4 stories, therefore, an elevator is required, sized as required under the statute and codification into 3002.4
