Is it the intent of Paragraph 403.1.1.1 - New Construction - to mean if separate new pressbox and concession buildings are erected at an existing high school football stadium that the existing separate group toilet building can remain without upgrading the numbers of toilet fixtures required by FPC Table 403.1? [The codes have changed significantly since previous SREF regulations were used and before Potty Parity (FS 553.86) to determine plumbing fixture counts for an A-5 stadium seating 3000 spectators.]

Yes. Only if the existing group toilet rooms are not remodeled or renovated and no additional toilet facilities are required by the new press box or concession buildings.
Commentary:
In a public educational facility, if no alterations are being done to the toilet rooms then no changes are required to the toilet rooms.
