Is it the intent of this section to be applicable to the Building Code-Residential?

Commentary
Items constructed under the Florida Building Code - Residential are not subject to the Building volume unless referenced. Items built under the Florida Residential volume are considered "Residential" and not R-3. If a structure designer chooses to use the Building volume for a single family residential structure, it would most likely be considered an R-3 and require sprinklers.
