Would the exhaust requirement for the Garage, common for multiple units apply for a single private garage for an apartment home? (It is 1 Garage attached to 1 Apartment home)

Yes. According to the 2023 FBC, Mechanical, Table 403.3.1.1 garages in both single and private multi-family dwellings require a minimum mechanical exhaust rate of 0.75 cfm per square foot.
