Question
Is it the intent of FBC-B 107.3.5 (Exemptions) to exempt other and all documents (AHRI, data sheets, product approvals, NOAs) not just plans in the exemption of plan review of reroofs, replacement water heaters, replacement HVAC equipment, etc.

No, it is not the intent of the exemption to exempt plans or other documents to be submitted with a permit application for the listed items. The exemption is for plan review, the plans and other documents are still required to be submitted as determined by the Building Official.
