Question
When Private Provider is performing plan review. Who's responsibly is it to stamp or the write "Reviewed for Code Compliance" on the building plans. The Building department or the private provider firm?

Commentary
When reviewing documents that are electronically signed and sealed, adding stamps can invalidate the design professional’s digital authentication if not executed correctly.
Also, just a reminder, if the building is in the flood hazard area, take a look at Secs. 105.14.1, 107.6.1, and especially Sec. 107.6.2 ("shall review any affidavit certifying compliance with flood ...."). Although 105.14.1 doesn't refer to affidavit of compliance, it does say the building official "shall review and inspect" which indicates before permit is issued.
