Would a site built elevated playhouse with the following description be exempt from permitting under this section of the code?

Section 102.2.6 provides minimal guidance on what constitutes "playground equipment" accessory to a one-or-two family dwelling. The proposed structure you are outlining, all be it a playground/playhouse, it appears to be much more than the code intended with this section. Ultimately this is going to be the call of the local AHJ on whether a permit is required or not.
