Does the 2023 Florida Building Code – Energy Conservation (8th Edition) intend to allow compliance for both commercial and residential buildings through documentation demonstrating adherence to either the 2021 International Energy Conservation Code (IECC) OR ANSI/ASHRAE/IES Standard 90.1-2019 as meeting the minimum code requirements?”

Regarding the question, in Florida we do not follow the International Energy Conservation Code.
The 2023 Florida Building Code – Energy Conservation (8th Edition) as outlined in Chapter 04, Section C401.2. allows compliance for commercial buildings through documentation demonstrating adherence to either ANSI/ASHRAE/IESNA 90.1-2019 or the code’s prescriptive and performance paths. COMcheck is an acceptable compliance calculation for commercial buildings.
For residential buildings follow the 2023 Florida Building Code – Energy Conservation (8th Edition), Section R401.2., prescriptive or performance paths, or comply with the ERI approach under Section R406. In Florida, REScheck is not an acceptable method of compliance.
For existing buildings, refer to the Florida Building Code, Energy Conservation
