If a local government adopts an ordinance that limits the duration of a temporary certificate of occupancy to a fixed number of days (e.g., 90 days), would this be considered a technical amendment to the Florida Building Code?

No. This is an administrative amendment. Note that there is no requirement in the FBC that a jurisdiction even issues a TCO.
