Question

Can a building official require an engineer or architect to certify plans for a single family home even when submitted by a contractor that has been certified by the Florida Building Commission to design and provide them through the approved training and certification program offered under Forida statute and Chapter 1 of the building volume?

The building Official can accept or reject the documents as noted at the last part of the paragraph in section 107.3.4.2. By signing and sealing the drawings, the architect or engineer has done that per their practice acts
