Enforcing of the Entire FBC Building to the FBC Residential

Question:
The current Building Official of Nort Port, FL is interrupting FBCR101.2.1 to give the justification for enforcing Chapter 18 geotechnical requirements for the Residential Code. I am looking for a ruling to clarify that R101.2.1 was not intended to be used on anything other than what it clearly states: Chapter 1 of the FBC to be used and not Chapter 18 or any other chapter from the FBC Building for the FBC Residential.
