Question
Is it the intent of the FBC-P 403.1 that a small tenant space classified as a business occupancy under FBC 303.1.1 and with an occupant load of 25 or less to provide fixtures under the respective use in table 403.1 or may the exception found in FBC-P 403.2 (4) be utilized so as separate facilities are not required.

Separate gender facilities would not be required.
Commentary
FBC-P 403.2 exception 4 is more specific than 403.1, and states "Separate facilities shall not be required in business occupancies in which the maximum occupant load is 25 or fewer."
