Is it the intent of Section 410.3 to require a high and low fountain for each required drinking fountain?

No. Although the current FBC-Plumbing is silent on the question of multiple drinking fountains, the answer can be found in the FBC-Accessibility, See Sections 211 and 602 are in the commentary.
Commentary:
"Where more than the minimum number of drinking fountains in 211.2 are provided, 50 percent of the total number of drinking fountains provided shall comply with 602.1 through 602.6 (i.e. 36 inches max spout height), and 50 percent of the total number of drinking fountains provided shall comply with 602.7 (i.e. 38-43 inches spout height.) Where 50 percent of drinking fountains yields a fraction, 50 percent shall be permitted to be rounded up or down, provided that the total number of drinking fountains complying with 211 equals 100 percent of drinking fountains."
