Question
Is the intent of the code to define roof overhangs (eaves, soffits, insert common term here) as projections? Thus not allowing them to be located within 2'-0" of the property line, specifically when being determined on a townhome with an approved 2-hour assembly separating them to the back of the fascia?

Yes, they are projections. No, they are not allowed within 2' of the property line between 2 townhouse units as they would be perpendicular to that line and fall under 302.1 Exception 1.
