Question: Is the intent of the Florida Building Code Section 449.1.3 to not require a state licensed hospital to come into compliance with section 1612 when an improvement constitutes substantial improvement?

Not necessarily. Section 449 requires hospitals to comply with that section. Section 449.4.2.2 specifically refers to site conditions and contains the requirements for electrical as well referring to section 1612 under specific conditions. Section 449.4.2.2.2 contains the requirements for existing facilities and requires electrical to comply with those requirements.
