Question
Is it the intent of Section 706.1 and similar sections contained in FBC 6th edition, to require code compliant replacement of undamaged roofing materials (underlayment, sheathing, etc) when replacing broken clay or cement roof tiles in quantities below Section 706.1.1 25 percent rule?

Depends where the 30 damaged or cracked or broken tiles are located on the 45 square roof, if they comprise 25% of total roof area or roof section then yes the intent would be to replace the entire roofing system to include making the entire roof system conform to the requirements of this code. If scattered about not making up 25% of any roof area or section then no replacing the tiles only does not require replacement of sheathing or underlayment, assuming there is no damage to the sheathing or underlayment.
