  • Question: Do Sections R 311.8.3 and R 311.7.8 apply to "exterior" ramps and stairs not located inside the dwelling unit nor attached to it ?

Yes, provided the ramp or stair serves as a portion of the means of egress from the dwelling or an accessory structure, due to the following - "Handrails shall be provided on not less than one side of ramps exceeding a slope of one unit vertical in 12 units horizontal (8.33-percent slope)."
