Question
Is it the intent of Section 1511.3 to require removal of Lightweight Insulating Concrete if 2 layers of roofing are to be removed?

No. The Section cited requires the removal of all layers of roof coverings. Chapter 15 defines roof covering as “The covering applied to the roof deck for weather resistance, fire classification or appearance.” Lightweight insulating concrete is a component of a composite roof deck and as such is not part of the roof covering, as defined. However, if the roof deck is so deteriorated that it no longer can serve as a base for the installation of a new roof covering, the building official may ask for a deck remediation/replacement plan.
