Is it acceptable for a Stucco system over a gable end truss (i.e. exterior wall envelope) built in compliance with ASTM C926 and C1063 to NOT have a "means of draining to the exterior water that enters the assembly".

No. Please see the attached commentary
Commentary
There is no exception listed in the code. Stucco applied per the standards is water-resistant not waterproof. See also R703.7.2.1. The bottom of any isolated stucco panel is to be treated the same as a wall at the foundation line.
