Change of Use to an ALF

Question

A structure undergoing a Change Of Use is a single family home which is being converted to an Assisted Living Facility (ALF). There is $10,000 worth of modifications required to meet the building code which are unrelated to accessibility. Does the fact that it was a private single family residence being converted to a place of public accommodation make any difference, or is it similar to interpretation 7991, and 20% of $10,000 is required to be added for ADA upgrades?

The fact that the building is a SFD makes no difference. A maximum of 20% of the alteration costs must be directed towards making the building accessible. Section 202.4.2 of the FBC, Accessibility Volume specifies the order in which elements are to be made accessible, to the maximum extent feasible.
