Question
Is the intent of this section of the Code to keep items, such as cooling towers, from being placed in locations that might be at risk (such as the end of a parking space without bollards or some other protective barrier), as opposed to the intent being to require horizontal impact protection for the full height of these items per TAS 201? (for a cooling tower, full height protection could mean up to 20’+ high)

We do not believe the definition for appliance applies to cooling towers. We do believe they would be considered evaporative cooling equipment. As such, Section 303 of the FBC-M is applicable.
