Does the Florida Building Code authorize a building department to issue a building permit as a condition to performing repairs and/or inspections on manufactured (mobile) homes?

No. Declaratory Statement DS2012-035 addresses the issue of permits for the repair or remodeling of manufactured mobile homes. The final order indicates mobile homes are outside the scope of the Florida Building Code. Additionally, Florida Statute 553.775 (2) requires local enforcement agencies, building officials and state agencies to interpret the building code consistent with declaratory statements and interpretations made by the Florida Building Commission
