Question
Is it the intent of R308.3 & R308.4.4 to requireadditional documentation beyond an NOA for a glass guardrail? if the product has an NOA, doesn't that mean it meets all aspects of the code?

If all the criteria of Section R308 are addressed by the NOA and the labeling requirements are met, additional documentation should not be necessary.
Commentary
An NOA is not a blanket approval. An NOA provides data related to how and under what conditions a product was tested, and what conditions it can be installed to meet. These conditions include pressure rating, impact rating, safety glazing and so on. The glazing is in a "hazardous" area per the code sections you stated. That requires laminated glass with the factory embossed markings on the glass. Just because it has an NOA does not mean it complies with the requirement for laminated glass in a hazardous location. It is not the same as missile impact resistance.
