No. There is no requirement for ASSE 1070 devices

Commentary
This code section specifies that when tempered water is to
be delivered to a tempered water system or to one or more
fixtures it must be controlled by a device that complies
with ASSE 1070. This would apply to non-residential
occupancies for bathing or washing. Residential occupancies
require that these fixtures be supplied with hot water. Hot
water temperature limits are handled elsewhere in the code
such as at Sections 613 and 424.3.
