Is appears section R312.2.1 of the Florida Building Code - Residential is in conflict with the Florida Building Code - Building section 1013.8.

It is not uncommon for the provisions for single and two-
family dwellings of the FBC-R to be less stringent than the
FBC-B. It is not a conflict, but a difference between codes.
Due to a specific Exception to the scope of he FBC-B, the FBC-
B does not apply to a single-family residence, unless the
single-family residence is four stories or more. in height.
(s.101.2 Exception 1). In the event the structure is a Group
R-3, the FBC-B applies.
