Question

Is it the intent of this section to apply to a Storm Drainage system that consist of RCP Pipe with multiple manholes, two outfalls to a Retention Pond and which contains multiple Catch Basins on parking lot and bus loop, yard drains, and the RCP pipe is under the ground water table?

FBC Existing 312.6 applies to the building sewer, not storm
drainage. section 312.8 applies to storm drainage testing.

Commentary

The Building Drain responsibility of the Florida Building Code Plumbing stops at 3 feet from the building. The Storm Water Retention is regulated by the State or by local ordinance.
