Question
Is it the intent of FBC OR FRC SECTION 105.1 to require a permit for the replacement of Kitchen Cabinets .

Chapter 1 of the Florida Building Code states "Any owner or
authorized agent who intends to construct, enlarge, alter,
repair, move, demolish, or change the occupancy of a
building or structure, or to erect, install, enlarge, alter,
repair, remove, convert or replace any impact-resistant
coverings, electrical, gas, mechanical or plumbing system,
the installation of which is regulated by this code, or to
cause any such work to be done, shall first make application
to the building official and obtain the required permit."
This section indicates that any work, including repairs and
all alterations require permits, unless such work is
exempted further on. Many municipalities have adopted
written guidelines for work that is exempted from permitting
along with those specific exemptions listed in section 105.
An "electrical" or "plumbing" permit requirement does not
automatically trigger a "building" permit. The work that
which requires a permit is the work that should be applied
for and inspected to ensure code compliance. It is also
important to note that even work not requiring a permit is
required to be performed in a code compliant manner.
