Question
Is it the intent of 703.8.1 to require the flashing of window and door openings by one of the 4 referenced methods on the installation of new windows or doors in existing residences?

While the FBC-EB at Section 706.5 only addresses compliance
with Chapter 16 for window replacements, Section 702.4
requires compliance with the appropriate volume of the FBC.
This would include the flashing requirements of the FBC-R.
The code clearly requires replacement windows to meet the
U-factor and SHGC requirements of Table R402.1.1 of the FBC-EC.
There are three BOAF Informal Interpretations so stating.
