Question
Is it the intent of the Florida Building Code Energy Conservation definition of "Renovated Building" as defined in sections C202 and R202 to include fenestrations and roof covering within the element of the definition, "exterior envelope conditions?" If so, does it constitute an exempted building when the renovation of the fenestration or roof covering is valued under the 30% threshold of the structure's value?

A Declaratory Statement (DEC Statement) is pending at the
Florida Building Commission. Depending on the outcome of
that issue, this response may change to respond to the
decision made by the Florida Building Commission.
The answer to both questions as it relates to replacement
fenestration is no. Replacement fenestration is called out
as a building component in Section 101.4.7 and is required
to meet the code. In addition, Section R402.3.6 requires all
replacement fenestration to meet the U-factor and SHGC
specified in Table R402.1.1.
