Question
Is it the intent of The FBC Residential Sec. R321 to regulate only elevators that carry passengers for SFR applications? Does a "cargo lift" need to meet any Code criteria?

No, there is no differentiation or deviation stated for a
residential cargo elevator in R321. They all must comply
with ANSI A.17.1 This would appear to be what the code calls
a "limited use/limited application" elevator, or LULA, and
is required to comply with ASME A17.1
