Is it the intent of FBC- B Chapter 10 Section 1014.3 to require 100 feet maximum (business/sprinklered) to a point with 2 paths of egress even if this is outside the tenant space of a tenant with only 1 required exit.

Yes. FBC-B 1021.2 does not allow a single exit from the
third story of B occupancy. When two or more exits are
required, common path of travel must be met.

Commentary

There is no exception to allow common path to not start until you reach the exit access door of the office, so common path calculation begins within the tenant space.
