Is it the intent of F.B.C. section 105.1 that a permit shall be required when replacing a water heater, air conditioning unit, doors, & windows in a residential home.

Yes. Unless the scope of work falls within "105.2 Work
exempt from permit" or "105.2.2 Minor repairs."

Commentary

Some jurisdictions do provide lists of work that does not require a permit. Palm Beach County, for example, has such a list. If a jurisdiction has amended Chapter 1 for this, or any reason, the amendments should be posted at www.floridabuilding.org for all to see.
