Is it the intent of section 107.1 to require an Engineer for permit document submission pertaining to structural design for one and two family dwelling

Commentary
The Section simply requires compliance with Florida Statute
Chapters 471 and 481. Neither statute requires single
family dwellings to be designed by registered design
professionals. Furthermore, the FBCR contains prescriptive
provisions and references to prescriptive documents the use
of which does not require a registered design professional.
Single family dwellings can be designed by any of the
approved methods listed.
"Where Special conditions exist, the building official is
authorized to require additional construction documents to
be prepared by a registered design professional." As stated
in 107.1.
