Is it the intent of this section to include docks and/or boat lifts in the description of "site built single-family residential structure?"

No. This section applies to any activity that is on the
residence as stipulated.

Commentary

While it may make sense for anyone spending over $50,000 on a dock to first protect their primary structure, if it is not protected already, the section you cite specifically states the activity is "for a site built single-family detached residential structure". The dock is seperated from the residence, a separate structure, and, not for habitation.
