Is it the intent of section 105.1 to require a separate permit for each structure being altered, constructed and/ or modified?

No. 105.1 does not contain the requirements for the number of
permits requires for individual projects. That requirement is
up to the AHJ.

Commentary
This is considered a jurisdictional item and this specific
question needs to be addressed to the jurisdiction.
Depending on a number of factors, including if the property
has multiple parcel identification numbers, the buildings have
different occupancies or sub-occupancies or even how the
computer system in the municipality handles permitting, the
needs or requirements might change.
From a practical standpoint, ONE permit for three buildings
can be extremely challenging and can create huge logistical
problems tracking inspections, revisions and CO.
