Question
Is it the intent of R311.3.1 Exception That the door cannot swing over the landing or floor if the landing or floor is more than 1 1/2 inches below the threshold for the required egress door when other exterior doors allow 7 3/4 inches below threshold?

Yes, if this an egress door. If the door in question is not
an egress door, R311.3.2 would apply.
