Is it the intent of P2801.3 to require a 30 x 30" work platform for a tankless gas water heater mounted on the exterior of a structure? If yes, above what height would the platform be required?

Yes. In accordance with M1305.1, which is referenced by
P2801.3, it appears that a level working space is required
at any height the appliance is mounted.
