Question
Is it the intent of R101.1 to restrict the design and review of private residential swimming pools to the standards and requiremnts contained in Chapter 41 of the 2010 RBC Residential unless specifically directed from Chapter 41 to other codes or standards?

Yes, the code intends private pools in residential
construction to comply with the standards specified in
Chapter 41 of the FBCR

Commentary
The FBC states: "Detached one- and two-family dwellings and
multiple single-family dwellings (townhouses) not more than
three stories above grade plane in height with a separate
means of egress and their accessory structures shall comply
with the Florida Building Code, Residential."
Things not covered by the Residential Code are handled
here: "R4101.4.2 Items not covered. For any items not
specifically covered in these requirements, the
administrative authority is hereby authorized to require
that all equipment, materials, methods of construction and
design features shall be proven to function adequately,
effectively and without excessive maintenance and
operational difficulties."
