Question
Is it the intent of the Florida Building Code to make the named contractor to whom the building permit is issued to be responsible for the supervision, direction, management and control of the construction activities on the project for which the building permit was issued?

Yes, for threshold buildings only. The code does not specify who may be issued

Commentary
Contracts dictate areas of responsibility for supervision, means and methods of
a construction project. The Building Code speaks to the standards that apply to
the work performed as part of the project by the contractor under such a
contract.
