Question
Is it the intent of 105.1 to require a permit for the replacement of kitchen cabinets and countertops when the scope of such replacement does not enlarge, alter, repair, move, demolish, or change the occupancy of a building or structure, or electrical, gas, mechanical or plumbing system ?

No permit required for just counter tops and cabinets
unless electrical outlets have to be installed or relocated
or the remodeling invloves removing drywall,
reconfiguration of walls, and fixtures or appliances are
being relocated - then a permit is required.
