Question
Is it the intent of 1021.1.2 and Table 1021.2 to allow a single exit from 3 levels of open parking garage where only valet attendants have access to these levels (via vehicle elevator) and park vehicles on mechanical lifts?

Yes. One Exit appears to meet the code requirements for an
occupancy where vehicles are parked mechanically; not by a
person. If pedestrian facilities are provided then a
vehicle ramp is required.
