Question

Is it the intent of the Building Code to require window and door flashing around the perimeter of openings if the products being installed have a Miami Dade NOA and have been tested for water penetration, but do not have flashing as part of their system (especially Jamb, and Head Details).

No. Assuming the testing and the NOA addressed water
penetration of the installation, the installation would be
in accordance with the NOA and manufacturer's installation
instructions. If the testing and NOA did not include water
penetration and the manufacturer's installation
instructions do not address the issue, there may well be a
need for flashing installed in accordance with the flashing
manufacturer's installation instructions. If there are
conflicts between the manufacturer's installation
instructions and the NOA, the NOA would prevail.

Commentary

Care must be taken to assure the water penetration testing, if done, was for the INSTALLED assembly and not just for the door or window product. If it included the wall assembly, then additional flashing is not needed.
