Question

Is it the intent of 807.5.3 that structural repairs which fall under 506.2.1 be counted toward the calculations for determining the overall percentage of actual structural square footage as defined in 807.5.3

No. A repair(506) is not the same as an alteration. See
202, general definitions for alteration and repair. The
specific description seems closer to a repair than an
alteration, and therefore not governed by 807.

Commentary

Note: If in a flood zone a whole different set of rules apply. The AHJ may have final say on whether or not the extent of replacment is "minor".
