Question
Is it the intent of section 105.4.1.3 to extend an active permit where work is halted due to a foreclosure lawsuit?

Foreclosures are distinct from construction lawsuits.
Construction lawsuits may temporarily halt job progress but
once resolved the permit may be extended and work resumed.
Foreclosures causes change in the ownership of the property
and thus may not be covered under the intent of this code
section.

Commentary
Change of ownership will likely result in the permit
becoming Null & Void and a new permit will likely be
required of the new owner.
