Question: Florida Building Code - Building Chapter 16 specifies load requirements for handrails and guardrails. Do the deflection limits specified in sections 1604 and 1613 also apply to the structural components of handrails and guardrails?

No. The loading requirements for handrails and guards are
contained in Florida Building Code - Building section
1607.7. for the non-HVHZ zones and section 1618.4.6 for the
HVHZ zones.
