Question:
Are the guardrail-system top-rail loads indicated in FBC Section 1607.7.1 considered to be ultimate loads? That is, these top-rail loads when applied to a guardrail system induce forces/stresses that are compared to material capacities without safety factors; and these top-rail loads when applied to a ballasted guardrail system will cause overturning or sliding instability associated with a safety factor of 1.0.
