Question:
Is it the intent of FBC sec 104.5.4 to allow work requiring a permit to begin, with the approval of the building official, prior to issuance of the building permit and thereby over rule the requirement of FBC sec 104.1.1 which states ... "shall first make application to the building official and obtain the required permit for the work"? Would a policy established to allow work without the permit violate 104.1.1?
