Is it the intent of Section 424.2 to apply to urinals that are provided in addition to, and are not substituted for, the water closets required by Table 403.1 — such that a separate toilet room containing only urinals and a lavatory is prohibited even where the required water closets are fully provided elsewhere without counting any urinal?
