Question
Does section 419.5 apply to lavatories located in patient toilet rooms, patient rooms, staff toilets, EVS rooms, soil holding, medication safety rooms and any other rooms with public and staff access?

According to the definition they would need to show that each area would meet the definition of Public or Public utilization.
From Chapter 2 - PUBLIC OR PUBLIC UTILIZATION. In the classification of plumbing fixtures, “public” applies to fixtures with unrestricted exposure to walk-in traffic.
